A bill to amend the Wild and Scenic Rivers Act by designating a segment of the North Fork of the Red River in Kentucky as a component of the National Wild and Scenic Rivers System.

Amends the Wild and Scenic Rivers Act to designate a segment of the North Fork of the Red River, Kentucky (from Spradlin Bridge to the confluence of Schoolhouse Branch) as a component of the Wild and Scenic Rivers System. Directs the Secretary of Agriculture to administer such segment.

Directs the Secretary to include in any development or management plan for such segment: (1) provisions to disseminate information to river users; (2) regulations to protect the river from damage due to overuse; and (3) enforcement procedures.

Authorizes appropriations.
