Requires that congressional elections for 1988, 1990, and 1992, and presidential elections for 1988 and 1992, be held on the Sunday next after the first Monday in November. Requires polling places for the presidential elections to be in operation from 12 o'clock noon to 9 o'clock p.m., eastern standard time, and to grant reasonable time for voters arriving before 9 o'clock p.m. to cast their ballots.
Directs the Federal Election Commission to report to the President and the Congress by September 20, 1993, on the effect of amendments made by this Act.
Authorizes free postage for the mailing of absentee ballots.
