A bill to require the Secretary of Transportation to amend certain regulations to provide that all persons who by reason of handicap, physical or nonphysical, are unable to use bus service for the general public shall be eligible for special service or on-call accessible bus service.

Directs the Secretary of Transportation to amend certain Federal regulations to provide that: (1) all handicapped persons shall be eligible to use public bus service (special service or on-call accessible bus service) provided by a recipient of Federal financial assistance; and (2) any costs incurred to accommodate the special needs of such handicapped persons on a fixed route bus shall be eligible to be counted in determining whether the recipient has exceeded its limitation on required expenditures.
