A bill to provide for the economic protection of the infrastructure of basic American domestic industries deemed vital to American security interests at home and abroad.
Title I: Short Title - Domestic Industries National Security Protection Act of 1986.
Title II: Infrastructure of Domestic Industry to be Protected - Amends the Buy American Act to direct the President to require the Department of Defense, in its procurement practices, to sustain and support the infrastructure of those domestic industries which would be called upon to provide or produce essential resources, goods, or services in times of war or national emergency.
Directs the President to establish the Domestic Industries Priorities Commission to develop a National Domestic Priorities List to identify such resources, goods, and services.
Directs the President to report to the Congress within 120 days after the enactment of this Act.
