Directs the Secretary of Agriculture to provide grants and technical assistance to Fort Collins, Colorado, to study a segment of the Cache la Poudre River corridor to evaluate its recreation opportunities and flood plain management options. Directs the Secretary to report to the Congress on the study within three years. Authorizes appropriations. Limits to 75 percent the Federal share of study costs.
