Directs the Secretary of the Treasury to pay a specified sum to a named corporation in full satisfaction of its claims against the United States arising out of its preparation of a proposal in response to a Department of Commerce solicitation, later cancelled, for management services for an exhibition in Beijing, People's Republic of China.
