Agricultural Quarantine Enforcement Act of 1986 - Authorizes the Secretary of Agriculture to: (1) inspect domestic mail parcels (excluding letters) mailed from Hawaii or Puerto Rico to the conterminous United States, or international mail parcels (excluding letters) in the United States or its territories or possessions, in order to prevent the introduction of destructive plant and animal diseases and pests or noxious weeds; and (2) confiscate or destroy such prohibited plants, animals, or related articles.
Authorizes the Secretary to coordinate such activities with the United States Postal Service and the United States Customs Service.
Requires written notice of the Secretary's inspection authority to be displayed at all parcel mailing locations in Hawaii and Puerto Rico.
