Amends the Controlled Substances Act to establish a sentence of death or life imprisonment for any person 18 years of age or older who: (1) commits a murder in the course of a controlled substances-related pattern of racketeering activity; or (2) murders a law enforcement officer in the course of a controlled substances violation.
