A bill to require the Secretary of Agriculture to pay restitution to certain cattle producers for losses incurred in connection with the sale of cattle during a period in which excessive dairy cattle were slaughtered under the whole-herd buy-out program.

Directs the Secretary of Agriculture to make specified payments to producers who sold cattle for nonbreeding purposes during the period March 28, 1986, through June 30, 1986.

Requires payment claims to be submitted before July 1, 1987.

Sets forth procedures for resolving disputed claims, including judicial review in U.S. district court.
