Monterey Bay National Marine Sanctuary Act - Designates the Monterey Bay, California, as a national marine sanctuary. Directs the Secretary of Commerce to prepare an environmental impact statement on such designation. Requires the Secretary to also prepare a management plan for such area, to be submitted to the Congress.
