National Park System Entrance Fee Act of 1986 - Amends the Land and Water Conservation Fund Act of 1965 to charge new fees and increase certain existing fees for admission into units of the National Park System. Exempts urban, outdoor recreation areas. Limits such fees to no more than $10.00 per single visit. Permits the Secretary of the Interior to increase such fees every five years after notifying the Congress of such intent. Requires that all fees collected be expended for National Park System operations.
