A bill to amend the Tariff Schedules of the United States to change the classification of certain prefabricated bitumen roofing membranes.

Amends the Tariff Schedules of the United States to exclude from a specified Schedule certain prefabricated modified bitumen roofing membranes. Provides, for purposes of the Schedules, that: (1) the term "plastics" refers to modified bitumen used in roofing membranes; and (2) cord, fabric, wire, or non-rubber or non-plastic reinforcing or traction-increasing media shall be disregarded in determining the component material of chief value in prefabricated modified bitumen roofing membranes. Provides a duty on certain prefabricated bitumen roofing membranes.
