A bill to establish a program to provide funds for school facilities construction, maintenance and repair where exceptional growth in the school aged population or impoverishment has caused the local educational agency to be unable to provide necessary educational facilities, and for other purposes.
School Facilities Emergency Construction Act - Establishes within the Department of Education a School Facilities Emergency Construction Fund to provide Federal assistance to construct, maintain, and repair primary and secondary school facilites in impoverished areas and in areas experiencing exceptional rises in enrollment.
Sets forth authorized uses of such funds by States and local educational agencies.
Sets forth formulas for allotments to States.
Sets forth application requirements.
Authorizes appropriations for FY 1987 through 1989.
