Amends the Trade Act of 1974 to prohibit the designation of a country as a beneficiary developing country under the Generalized System of Preferences if such country: (1) has a consistent pattern of violating internationally recognized human rights; or (2) is ruled by a regime which is not implementing, in a timely manner, measures providing for a transition to a democratic form of government.
