A bill to provide for the establishment of ocean wilderness areas, and for other purposes.
National Ocean Wilderness Area Act of 1986 - Directs the Secretary of Commerce to study and report to the Congress and to the President within two years on the suitability of establishing national ocean wilderness areas in the areas of the ocean whose resources are subject to the sovereignty of the United States.
Directs the President to advise the Congress of his recommendations.
Authorizes appropriations for FY 1987 through 1989.
