Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make grants for the establishment of networks of comprehensive health and support systems for individuals who have acquired immune deficiency syndrome (AIDS) or are infected with the AIDS virus, including: (1) comprehensive ambulatory care services; (2) home health care, hospice, and respite care services; (3) counseling and mental health services; (4) case management services; and (5) education for health personnel.
Provides that such grant shall not be used for: (1) the construction or major renovation of facilities; (2) payments for debts incurred prior to the date on which the entity received such grant; (3) payments for items or services which could be made under Medicare and Medicaid; or (4) inpatient hospital care.
Sets forth grant application requirements
Authorizes appropriations for FY 1987.
Directs the Secretary to conduct a survey on children with AIDS.
