A bill to require certain individuals who perform abortions to obtain informed consent.
Informed Consent Act - Prohibits any individual who is employed in a health facility owned or operated by the Government, in a health facility which receives Federal financial assistance, or who receives any Federal financial assistance from performing an abortion on a pregnant woman, unless such individual obtained informed consent from such woman. Excepts medical emergencies from such prohibition.
Sets forth enforcement provisions for agencies which provide financial assistance under this Act. Authorizes individuals aggrieved by the failure of compliance with this Act to seek appropriate relief in the U.S. district courts.
