A bill to provide grants through the Department of Education for drug and alcohol abuse prevention, early intervention, and rehabilitation demonstration partnerships based in elementary, junior high, high school and college settings, and for other purposes.
Student Drug and Alcohol Abuse Prevention and Intervention Demonstration Partnership Grants of 1986 - Authorizes the Secretary of Education to make grants for demonstration projects in school and college settings designed to prevent substance (drug and alcohol) abuse, control substance use at a preaddictive level, and link students who are addicted to drugs or alcohol with effective rehabilitation programs.
Provides that local educational agencies and colleges may apply for such grants by constituting substance abuse prevention, early intervention, and rehabilitation boards. Sets forth requirements for board membership.
Provides that the following classes of programs will be considered for such grants: (1) prevention programs; (2) early intervention programs; and (3) intervention and treatment programs.
Sets forth basic and optional grant proposal components, funding priorities, and reporting requirements.
Authorizes appropriations for FY 1987 through 1991.
