Directs the Secretary of the Interior to acquire specified lands in Orleans Parish, Louisiana, within four years and establish the Bayou Sauvage Urban National Wildlife Refuge.
Requires the Secretary to administer such lands and waters in accordance with the National Wildlife Refuge System Administration Act of 1966. Directs the Secretary to complete a development plan for such Refuge within two years of enactment. Prohibits the provision of lodging or retail sales within such Refuge.
Authorizes appropriations.
