A bill to assure the continued viability and effectiveness of the rules and policies of the Federal Communications Commission promoting and enhancing the ownership of communications facilities by minority-owned or controlled entities; to expand such rules and policies; and for other purposes.
Minority Ownership Improvements Act of 1986 - Authorizes the Federal Communications Commission to permit the transfer or assignment of broadcast licenses which have been revoked or the renewals of which have been denied, but only if such licenses are transferred or assigned to a qualified minority-owned or controlled entity pursuant to the Commission's minority distress sale policy.
