A bill to amend the Immigration and Nationality Act to provide that aliens who were killed while serving in the armed forces of the United States during military operations of the Vietnam conflict may be considered to have been citizens of the United States at the time of such aliens' death.

Amends the Immigration and Nationality Act to provide for posthumous naturalization (effective at the time of death) for an alien killed while on active duty with the armed forces during the Vietnam hostilities (February 28, 1961, through October 15, 1978).

Permits a surviving spouse, parent, son or daughter, or any designee of the Attorney General to file such a naturalization request. Establishes a five-year filing period.

Grants surviving family members special immigrant status.
