Declares that an individual who has served as a National Guard technician for at least three years acquires competitive status for transfer to the competitive service if such individual: (1) is involuntarily separated from service as a technician other than for cause on charges of misconduct or delinquency; and (2) passes a noncompetitive examination and transfers to the competitive service within one year after separation as a technician.
