A bill to provide that increases in rates of pay for Members of Congress shall take effect only if approved by the Congress and shall be deferred until the beginning of the following Congress.
Congressional Salary Act of 1985 - Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that which is payable for such positions on the date of enactment of this Act. Requires increases in such rate of pay to take effect at the beginning of the following Congress. Requires a recorded vote on bills or resolutions which provide for an increase in Member pay.
Amends the Federal Salary Act of 1967 to make the recommendations of the President relating to congressional salaries purely advisory.
