A bill to insure the payment in 1986 and future years of cost-of-living increases under the Social Security Act without regard to the 3 percent threshold requirement.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to eliminate the requirement that there be at least a three-percent rise in the Consumer Price Index before a cost-of-living adjustment is made in 1986 OASDI and Supplemental Security Income (title XVI of the Act) benefits.
