Permits States which have a general speed limit less than the national maximum to monitor (for purposes of compliance with the national 55-mile-per-hour speed limit) Federal-aid primary highways posted at less than a 55-miles-per-hour.
Directs the Secretary of Transportation to apportion previously withheld Federal funds to any State from which they were withheld for failure to comply with enforcement of the national 55-mile-per-hour speed limit, if such State is now found to be in compliance.
