A bill to amend title 17, United States Code, relating to copyrights, to provide for the temporary compulsory licensing of the secondary transmission by satellite carriers of superstations for private viewing by earth station owners.
Satellite Home Viewer Act of 1986 - Amends the copyright law to require through 1994 the compulsory licensing of secondary transmissions of a primary transmission made by a superstation when such secondary transmissions are made by a satellite carrier to the public for private viewing for a direct charge.
Requires such satellite carriers to deposit royalties and an accounting with the Register of Copyrights on a semiannual basis. Permits royalty fees to be set by voluntary negotiation, according to a prescribed formula, or by compulsory arbitration.
