A bill to amend title 23, United States Code, to limit outdoor advertising adjacent to Interstate and Federal-aid primary highways.
Highway Beautification Act of 1986 - Amends Federal law regarding outdoor advertising to require the Secretary of Transportation to submit an annual report to the Congress detailing the extent to which each State is in compliance with the outdoor advertising requirements.
Provides that a State shall be deemed as failing to provide effective control of outdoor advertising if the State allows vegetation located on State rights-of-way for Interstate or primary system highways to be altered or removed if the purpose of such alteration is to improve the visibility of certain outdoor advertising. Specifies exemptions.
