A bill to amend the Impoundment Control Act of 1974 with respect to consideration by the House of Representatives and the Senate of rescissions of budget authority.

Amends the Impoundment Control Act of 1974 to provide that budget authority proposed to be rescinded or reserved shall not be made available if: (1) the Congress has completed action on a bill rescinding such budget authority; or (2) either House has failed to consider such a bill within the prescribed 45-day period.
