A bill to limit deployment and maintenance of United States strategic nuclear weapons consistent with existing arms limitation agreements.

Limits the obligation of funds for the deployment and maintenance of launchers for U.S. nuclear weapons.

Waives such limitations if: (1) the President so requests in writing to the Congress, citing national security reasons for such waiver; and (2) each House of the Congress votes to authorize such waiver by bill or joint resolution within 60 days.
