Medicaid AIDS Amendments of 1986 - Amends title XIX (Medicaid) of the Social Security Act to permit States to provide home and community-based Medicaid services to individuals diagnosed as having acquired immune deficiency syndrome (AIDS) or AIDS-related conditions. Authorizes States to limit their provision of Medicaid case management services to individuals with AIDS or AIDS-related conditions.
