Deficiency Payments Adjustment Act of 1986 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to make specified deficiency payments for the 1986 crops of wheat, feed grains, upland cotton, and rice to producers who are prevented from planting because of flood, drought, or excessive moisture or rain.
