A bill to amend title XIX of the Social Security Act to require each State to provide a comprehensive assessment of each individual's needs before providing long-term skilled nursing facility or intermediate care facility services under its medicaid plan.

Amends title XIX (Medicaid) of the Social Security Act to require States to provide a comprehensive assessment of each individual eligible or applying for Medicaid long-term skilled nursing or intermediate care facility services to determine whether the individual is in need of such services. Requires that an individual determined to be in need of such services be informed of feasible alternatives to such services.

Prohibits providers or those with a pecuniary interest in the provision of home health care or skilled nursing or intermediate care facility services from conducting the needs assessment.
