Authorizes the Secretary of the Interior to construct, operate, and maintain the North Side Pumping Division Extension, Minidoka Project, Idaho. Declares the principal works to consist of a pumping plant, wells, water distribution facilities, drainage works, transmission lines and substations, wildlife conservation measures, and related works.
Transfers certain lands in Idaho from the jurisdiction of the Bureau of Land Management to the Bureau of Reclamation for development and management as part of the Extension.
Authorizes the Secretary to sell specified acreage under the following conditions: (1) that lands be conveyed subject to a wildlife conservation easement reserved to the United States; and (2) that lands be sold for irrigation purposes to owners of lands within the North Side Pumping Division.
Authorizes the Secretary to provide for an exchange of small tracts of withdrawn or acquired land to enhance the effectiveness of the Extension project.
Authorizes the Secretary to reserve acreage for an operation and maintenance headquarters site.
Authorizes the Secretary to convey lands to the city of Rupert, Idaho, for use as a disposal area for treated effluent from the city's wastewater treatment plant, with a provision for irrigation farming on the land using the treated effluent.
Directs the Secretary to lease certain land to Minidoka County, Idaho, for ten years without charge for a public golf course or other public recreational feature. Allows Minidoka County to sublease such land for agriculture and apply the net proceeds to the development of the golf course or other public recreational feature. Provides for the conveyance of such land to the County within ten years of enactment of this Act.
Directs the Secretary to make power and energy available from the power facilities of Snake River basin for pumping irrigation water and providing sprinkler irrigation pressure for the Extension.
Authorizes the Secretary to contract with the A & B Irrigation District for the construction of certain irrigation features of the Extension.
Requires the use of irrigation repayment contracts under terms not to exceed 50 years.
Requires compliance with the Federal Water Project Recreation Act regarding fish and wildlife benefits.
Authorizes appropriations beginning in FY 1988 for construction of the Extension. Authorizes appropriations as necessary for operation and maintenance.
