Requires Federal agencies to prepare and submit to the Congress a statement setting forth the impact of potential foreign production of manufactured goods, minerals, or services on a U.S. industry before providing any Federal aid (extensions of credit or concessional sales) which would result in such production. Requires the President to ensure that such statements are prepared for all appropriate programs and to coordinate the preparation of such statements.
Prohibits providing the Federal aid if the Congress enacts a joint resolution disapproving such aid.
