A bill to amend part A of title IV of the Social Security Act to make it mandatory for States (under the AFDC program) to provide aid with respect to dependent children in two-parent families.

Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to require States to make AFDC payments with respect to dependent children of unemployed parents in two-parent families. Includes within the definition of "quarter of work", for the purpose of determining a family's eligibility for assistance under this program, the parent's: (1) full-time attendance as an elementary or secondary school student; (2) full-time attendance in a vocational or technical training course; and (3) participation in a Job Training Partnership Act education or training program.
