Repeals the Service Contract Act of 1965.
Provides that any provision of law requiring the payment of wages and benefits at rates determined by reference to determinations of the Secretary of Labor under such Act shall cease to be effective on the enactment date of this Act.
Provides that nothing in this Act shall be construed to impair or otherwise affect rights and duties under contracts entered into prior to such enactment date.
