A bill to amend the Agricultural Act of 1949 to suspend the application of the milk production termination program in order to minimize the adverse effect of the program on beef, pork, and lamb producers.

Amends the Agricultural Act of 1949 to suspend the current milk production termination program while the Secretary of Agriculture develops a new program that will minimize the adverse effects on beef, pork, and lamb producers.

Requires the Secretary to report to the appropriate congressional committees.
