Amends Federal law relating to defense contracts to include interport differential costs as an evaluation factor in the awarding of contracts for the overhaul, repair, or maintenance of naval vessels.
Repeals a provision of the Department of Defense Appropriations Act, 1986 which conflicts with the amendment made by this Act.
