A bill relating to certain foreign labor subsidies for which relief may be sought under the countervailing duty laws.

Amends the Tariff Act of 1930 to include within the definition of "subsidy" for countervailing duty purposes the provision by a foreign government to certain workers of unemployment benefits that are substantially disproportionate to the premiums paid by the beneficiaries.
