Authorizes appropriations for the Bureau of the Mint for FY 1987 for costs of the mints and assay office and for expansion and improvement of mint facilities.
Directs the Secretary of the Treasury to charge the coinage profit fund with the costs incurred for the preparation and sale of numismatic items and to credit such fund with amounts received from the sale of such items. Requires the excess amounts in the coinage profit fund to be used to reduce the national debt.
Redesignates the U.S. assay office in San Francisco as a U.S. mint.
