Amends Federal law to continue the Martin Luther King, Jr. Federal Holiday Commission until April 20, 1989 (three years beyond the present termination date). Directs the Commission to annually report to the President and the Congress on its activities, the final report being submitted on the Commission's termination date.
Authorizes the Commission to appoint nine additional Commission members.
