Emergency Avian Influenza and Citrus Canker Response Act of 1986 - Authorizes the Secretary of Agriculture to transfer specified Commodity Credit Corporation (CCC) funds to control outbreaks of avian influenza or citrus canker.
Authorizes appropriations to the CCC in the amount of any such transfers.
