A bill to require the Postal Service to procure property or services from the private sector when a cost comparison demonstrates that the cost of procuring such property or services from the private sector is lower than the cost of providing such property or services by the Postal Service.
Postal Reform Through Competition Act of 1986 - Requires the Postal Service to procure property or services from the private sector when the costs are lower than those of providing such property or services by the Postal Service. Requires the Administrator for Federal Procurement Policy to prescribe regulations for such cost comparisons.
