A bill to amend title 31 of the United States Code to require that the President's budget include a statement setting forth the percentage of total budget outlays contained in each major functional category.

Requires the President to include in the annual budget transmitted to the Congress (beginning with the budget for FY 1988) a statement setting forth: (1) the percentage of total budget outlays contained in each major functional category and each subfunction; and (2) the percentage of total budget outlays for a major functional category contained in each subfunction thereof.
