Makes supplemental appropriations for FY 1986 to the: (1) Department of the Army for the flood control and coastal emergencies account of the Corps of Engineers--Civil; (2) Federal Emergency Management Agency for disaster relief; and (3) Department of Agriculture for watershed and flood prevention operations of the Soil Conservation Service and the emergency conservation program of the Agricultural Stabilization and Conservation Service.
Provides that the limitation on the amount of funds that may be obligated from the emergency highway repair fund of the Secretary of Transportation in relation to a single disaster in any State shall not apply to disasters occurring in FY 1986.
