Amends the Federal criminal code to increase the penalties for mail fraud. Raises the maximum fine from $1,000 to $10,000 and raises the maximum term of imprisonment from five to 15 years.
Provides for the criminal forfeiture of all property constituting or derived from the profits or proceeds of such an offense or property used to facilitate certain violations. Authorizes the civil forfeiture of property constituting the profits or proceeds of certain violations or used to facilitate such violations. Permits the Attorney General and the Postal Service to retain, transfer, or sell forfeited property.
