Amends the Export-Import Bank Act of 1945 to authorize the Export-Import Bank to provide a sufficient return to lenders making loans in support of exports when below-market rate financing is necessary to respond to subsidized financing offered by foreign export credit agencies. Authorizes the Export-Import Bank to charge reasonable fees for work done in connection with the Bank's objects and purposes. Authorizes any director of the Export-Import Bank whose term has expired to serve until such director's successor has been qualified.
Extends the authority of such Act through FY 1991.
