A bill to authorize the Secretary of Agriculture to use amounts available for fiscal years 1987 and 1988 for farm operating loan guarantees under the Consolidated Farm and Rural Development Act in fiscal year 1986, to establish a minimum amount which such Secretary must use in fiscal year 1986 for farm operating loan guarantees and the interest rate reduction program under such Act, and for other purposes.
Farm Loan Assistance Act of 1986 - Amends the Consolidated Farm and Rural Development Act to require (current law merely authorizes) the Secretary of Agriculture to use his farm ownership and operating loan authority. Authorizes the Secretary to use specified funds available for FY 1987 and 1988 for FY 1986 operating loan guarantees.
Directs the Secretary to use at least a specified amount of funds for the interest rate reduction program, including a specified amount for FY 1986.
