Amends the Merchant Marine Act, 1936 to revise the method by which the Secretary of Transportation shall make student incentive payments to students attending a State maritime academy.

Authorizes a reprogramming of previously appropriated maritime funds for the general administration and operation of the Maritime Administration for FY 1987.

Removes the June 30, 1987, termination of priority of coastwise coal shippers over coal exporting ships to load in a U.S. port.
