Amends the Export Administration Act of 1979 to prohibit the export of, and the purchase by timber exporters of, unprocessed timber which is harvested from certain public lands in the western States. Authorizes the Secretary of Commerce to exempt from such prohibition specified quantities of surplus unprocessed timber.
Authorizes each State to prohibit: (1) exports of unprocessed timber harvested from State-owned land if the prohibition applies without regard to the export destination; and (2) the purchase of such timber by exporters.
Directs the Secretary of Agriculture to report to specified congressional committees on the effects of the exportation of unprocessed timber on the management of the National Forest System.
